No redeem option found for Adobe express.  
Checked whole site. May be not available for India. But have to confirm first.

Any direct link to page where redeem option available?

EDIT - Can confirm that this works with USA registration. Redeem option is not available for India.

Found Redeem option when I did a USA Registration.

Click On Profile Icon In Adobe , Then Click Benifits . Scroll Down and See LinkedIN Redeem .  
After successfull Redeem of LinkedIn , You will Get Another Redeem for VPN from LinkedIn Benfits Page
