Coursera subscription: **$59/month · $399/year**. Two routes give the same verified certificate for $0.

**VPN does not work here.** No IP check exists. Access is granted by a `NY.GOV` ID matched to real unemployment/residency records, through the Department of Labor’s logged-in site.

## 🇺🇸 Route 1 — New York State account

**Gives:** ~4,000 courses, certificates included. Funded by a $12,000,000 federal grant.

**Eligible:**
• Unemployed or underemployed New York residents, 18+
• Anyone in **another state currently receiving New York unemployment insurance**

**Steps:**

1. Sign in at **[Department of Labor Online Services](https://labor.ny.gov/signin)** — create a `NY.GOV` ID first if needed
2. Homepage → **Job Search** section → **Coursera** button
3. Log in to Coursera with the **same email as your `NY.GOV` ID** (_Forgot password?_ if new)
4. Confirm the **NYS Department of Labor logo** shows top-left. No logo, or a payment prompt = you did not arrive through step 1

⏱ Activation takes up to **48 hours**.

👉 **[dol.ny.gov/online-learning-coursera](https://dol.ny.gov/online-learning-coursera)** · **[dol.ny.gov/coursera](https://dol.ny.gov/coursera)**

> The sponsored `coursera.org/programs/...` link only opens for an account already linked through Department of Labor Online Services. Pasted on its own, it does nothing.

## 🌍 Route 2 — Coursera Financial Aid

**Gives:** any single course free, certificate included — identical logo, instructor signature and verification ID to a paid one. Open worldwide. No documents.

**Steps:**

1. Course page → **Financial aid available** (next to the enrol button)
2. **Continue to application**
3. Annual income: **self-reported, “0” accepted** · Amount you can pay: **$0 accepted**
4. Written answers: **150-word minimum**
5. Decision by email in **up to 16 days**

👉 **[Coursera financial aid instructions](https://www.coursera.support/s/article/learner-000001455)**

**Cancels or blocks your application:**
• Starting a free trial or paying while it is under review
• Degree programmes and MasterTrack certificates are excluded

**Limits:**
• One application **per course** , not per Specialization — a 5-course Professional Certificate = 5 applications × 16 days. Apply for the next at the halfway point of the current one.
• **180 days** to finish after approval; progress saves, re-apply to continue

## 🎯 Route by situation

| Situation | Route |
| --- | --- |
| New York, unemployed or underemployed | **1** |
| Another state, receiving NY unemployment insurance | **1** |
| Anywhere else | **2** |
| Lectures only, no certificate | **Preview** — first module free, instant, no payment details |
| Student or large-company employee | Check institutional access first |

> **Access you may already have**
>
> **Coursera for Campus / Coursera for Business** — many universities and large employers hold licences. Log in with the institutional email: full access, certificates, no application. Ask the university online learning office or the employer’s L&D team.
>
> **Other government programmes** — e.g. **[Missouri job centres](https://jobs.mo.gov/coursera)**. Funding-dependent, no central directory. Search your regional employment service or workforce board for “Coursera”.
>
> **Free access without paying** — audit mode was retired in mid-2025 (**[Coursera’s announcement](https://blog.coursera.org/introducing-courseras-new-course-preview-experience/)**). Three things replaced it:
> • **Preview** — the first module free, graded items included, no payment details. Only on individual course pages, never on a Specialization or Professional Certificate page — open a single course first, then look for the small _Preview_ link in the enrol pop-up.
> • **Full Course, No Certificate** — a small set of courses, everything free except the certificate.
> • **Partner-supported free access** — the whole course including graded items, free, certificate optional afterwards. Do **not** click _Enroll for Free_; scroll to the FAQ section and open the _learn more_ link.
> **[Enrollment options](https://www.coursera.support/s/article/learner-000001306)** · **[300+ fully free courses](https://www.classcentral.com/report/coursera-free-online-courses/)**

Not in New York? Doesn’t matter. Coursera has run **220+ of these with governments — 70+ countries, 25 US states.** Somebody’s budget is paying for a seat right now. Find yours.

## 🌍 Open today

| Where | What you need | The seat |
| --- | --- | --- |
| 🇦🇿 **Azerbaijan** | citizenship. that’s it | 21,000 courses — **any age, employed or not** |
| 🇲🇾 **Malaysia** | citizen, 18–30 | 3 months free — **25,000 seats every 3 months, next intake 16 Sept** |
| 🇳🇬 **Nigeria** | a NIN | 32,000 funded licences |
| 🇸🇴 **Somaliland** | Somalilander — **including abroad** | 3,800 courses |
| 🇺🇸 **Missouri** | job seeker | full catalogue, incl. the AI Literacy track |

## 🔎 Two lookups that answer for _you_

**Every US state files a public document saying what it bought.** Open **[wioaplans.dol.gov](https://wioaplans.dol.gov/)**, pick a state, search the plan for `Coursera`. Louisiana’s says it out loud: **5,000 licences** , handed out at the reemployment appointment.

**Anywhere else** — the ministry holding the budget announces it, so there’s no master list. Search `Coursera` + your country + `ministry` / `skills` / `free access`, limited to your government’s domain. Then walk into the office with **[Coursera for Government](https://www.coursera.org/business/government/)** open on your phone.

## 🪪 Nationality ≠ address

Three of these read your _passport_, not your postcode:

• 🇸🇴 Somaliland — counts you **living abroad**
• 🇺🇸 New York — counts you in **another state** drawing NY unemployment
• 🇦🇿 Azerbaijan — citizenship only, **no job test**

Check what you already hold before assuming you’re locked out.

## 🚫 Why the VPN never lands

```auto
IP address → the price you SEE
billing card → the price you PAY
gov record → the door that OPENS
```

A VPN only ever moves the top line. Checkout re-reads the card’s country; mismatched IP + card is a standard fraud flag. And Coursera’s own **[Terms](https://www.coursera.org/about/terms)** say location comes from your physical location.

> **🎓 Got a school email? Skip all of this**
>
> Institutional access hands you the catalogue with no queue. The verifier behind most student offers is **SheerID** , and it never looks at your IP — it checks records, then school login, then email domain, then your documents.
>
> **Three failed document uploads kills the attempt.** No fourth try. So send the right one first:
>
> ✅ class schedule · registration receipt · tuition receipt · transcript · dated student ID
> ❌ **admission / acceptance letters** — rejected, despite what every guide tells you
> ❌ undated IDs · email screenshots
>
> It reads the **enrolment date** , not the print date. That’s the whole reason “register for one class” is the step nobody should skip.
>
> School missing from the dropdown? Every offer carries an **[Add School Request](https://sheerid.zendesk.com/hc/en-us/articles/17059144130459-How-to-submit-an-Add-School-Request-form)** form — they research it and add it.
>
> 📄 **[What passes review](https://sheerid.zendesk.com/hc/en-us/articles/26408738570779-Student-Verification-FAQ)**

* * *

**Right now:** open `wioaplans.dol.gov`, search your state for `Coursera`. Two minutes. The 16-day aid queue is the fallback, not the first move.

> ### 🔑 A `.edu` address does nothing on Coursera.
>
> Access comes from **your school’s programme** , not your email domain. And two campus tiers are **permanently free** — up to **20,000 licences per university** , plus **one full course a year** for every student. **3,700+ institutions** already run it. Most students are locked out only because nobody switched on a plan that costs the school nothing.

**🧪 60-second test:** Coursera → **Log in** → **Log in with your organization** → type your school’s URL. Redirects to their login = you’re already in.
👉 **[Compare campus plans](https://www.coursera.org/campus/compare-plans/)** · **[Organization login](https://www.coursera.support/s/article/learner-000001517)** · **[Coursera’s announcement](https://blog.coursera.org/announcing-coursera-for-campus-free-pricing-options-and-academic-integrity-upgrades/)**

> **🎁 Nothing came back — the message to send your school**
>
> | Free tier | What every student gets |
> | --- | --- |
> | **Student plan** | unlimited Guided Projects + **one full course a year** |
> | **Basic plan** | **up to 20,000 free licences per university** |
>
> Both are long-term free offerings, not trials. Send **[the plans page](https://www.coursera.org/campus/compare-plans/)** to your registrar, IT desk, or department head — there is no invoice attached.
>
> ⚠ Once you’re in, **add a personal alternative email immediately.** Lose the school address, lose the certificates.
> 👉 **[Campus Basic FAQ](https://www.coursera.support/s/article/learner-000001565)**

> **🚫 Why every free .edu generator fails**
>
> `.edu` is registered by the **US Department of Education**. Only accredited institutions can hold one — nothing generates them, and the strings these sites hand out die at the first lookup.
>
> The address is also the wrong target. Coursera checks your **school’s licence** , then emails the invite to your school inbox. No licence, no access, however real the address is.

> **🎓 The institutional inbox you already own and forgot**
>
> Graduated anywhere? Most universities hand out a **free permanent alumni address on the real institutional domain** — the kind that passes every check a burner fails.
>
> • 🇨🇦 **McGill** — `@mail.mcgill.ca`, kept for life, free, no request needed
> • 🇸🇬 **NUS** — `@u.nus.edu`, 50 GB, plus library e-resource access
> • 🇯🇵 **Osaka** — `@alumni.osaka-u.ac.jp`, automatic since 2014
> • 🇳🇱 **Twente** — `@alumnus.utwente.nl`
> • 🇫🇮 **Helsinki** — `@alumni.helsinki.fi` (forwarder, no inbox — pairs with any mailbox you run)
> • 🇺🇸 **Sacred Heart** — `@alumni.sacredheart.edu`, full Outlook
>
> Search `alumni email for life` + your university. Most are a single form.
>
> ⏰ Several expire after **6 months without a login.** Set a forward the day you claim it.

> **🪪 An academic identity with no university at all**
>
> Not an inbox — a **federated academic login** , the thing SSO actually reads.
>
> • **[Switch edu-ID](https://eduid.ch/)** — issues a Swiss academic identity to people with **no university affiliation** : guests, alumni, further-education students, **private library users** , event attendees. Appears inside **eduGAIN** as a real identity provider and stays yours after every affiliation ends. **[How it’s built](https://help.switch.ch/eduid/federation/architecture/)**
> • **[eduTEAMS Identity Hub](https://eduteams.org/)** — GÉANT’s identity provider _for users without federated login_, usable from within eduGAIN
> • **[EGI Check-in](https://www.egi.eu/service/check-in)** — research-infrastructure login with an explicit “identity provider of last resort” plus ORCID / GitHub / Google fallbacks
>
> Each service sets its own access rules, so this opens research infrastructure, not consumer discounts. Different door, real key.

* * *

**Right now:** run the organization login. Nothing? Send the free-plan link to whoever runs IT. Nowhere to send it? Claim the alumni address you already earned.

Hey, Thanks for sharing this method. I have seen people use this method before but I did not know how to do it myself. Your guide is great but I think you have missed some critical steps as there is no option for JOBS SEARCH on the dashboard and also there is nothing related to coursera on the dashboard as well.

I would really appreciate it if you can help me a bit more.
