I also own google services on my domain. The data is not visible to the owner but the catch is that the owner can delete the account and get an opportunity to transfer data to another user. The owner can also change the password of your account to access your emails and other data. In my google service, I can save 30GB of data only.

Yes That is okay. I just discussed my point. Anything can happen as nothing is in Black and White. Rest this kind of deals run over confidence, experience and trust with time. At the same time, this storage is not at all recommended for Data Sharing or saving personal important data. People can store their courses or something. Or, one should but 3 or more such account with duplicate copies of data.
for me i decided to trust OP. yes, he can delete accounts, but it’s good idea to ban those who violate rules in order to keep gsuite for other normal people who just store their stuff.
