Well I am not sure if there is any service for free although some sites do provide Trials whcih you can try if you want that for short term or you can very cheap costs

[Twilio](https://www.twilio.com/) is a service which provides such service for a free trial. It requires no CC for signup. Last time I saw It accepted customers from the USA. The solution is to use VPN for signup. It gives you all you need! API anything.
