**Summary:**

1. **Lost Fortune**
James Howell is suing Newport town council for **$647 million** after his partner accidentally disposed of a hard drive containing approximately **8,000 bitcoins** in 2013.

2. **Long-Term Quest**
For a decade, Howell has urged the council to excavate the landfill to recover the drive, which has since gained immense value due to the rising price of bitcoin.

3. **Proposed Excavation**
Howell believes there is an **80% chance** of retrieving the coins from the hard drive and has offered the council **10%** of the recovered bitcoin, equating to **$65 million**.

4. **Council’s Rejection**
The Newport council has repeatedly denied his requests, citing environmental concerns and regulatory limitations that prevent excavation activities at the landfill.

5. **Legal Action**
