**Summary:**

1. **Federal Phase-Out** : The Biden administration announced plans to phase out federal purchases of single-use plastics, aiming to reduce demand for disposable items and create a market for reusable, compostable, or easily recyclable substitutes.

2. **Stricter Regulations** : The administration will implement tougher regulations on plastic manufacturing to curb the release of greenhouse gases and other pollutants, addressing the entire plastic life cycle.

3. **Global Impact** : With global plastic production rising significantly, the White House’s strategy emphasizes that recycling alone cannot manage the plastic waste deluge. The plan aims to make a substantial impact due to the federal government’s significant purchasing power.
