Need help, I plan to build a chatbot (for facebook and webpage) and a mobile app like messenger. Where do i start? Thanks in advance.

Can I use them on crime and complaints recording/reporting? Can I save the send and replies on database? Thanks.

Yes, You can save user responses and save it to google Sheet. If you want to save their responses to another service/CRM/Database you can use Zapier Or integromat.
