I need a laptop with desktop performance neglecting graphics. I am actually a heavy user working on multiple VMs simultaneously. I saw many laptops online but the price is usually higher as most performance laptops comes in gaming category with having high-end graphic cards. Please suggest me a good laptop or any way to customize performance.

Choose 12 to 16gb ram and faster ssd/nvme storage. 10th or 8th gen processor of i5 or i7 is good. You can buy 8gb ram laptop and upgrade on your own.
