“out of capacity” errors always-free ARM instance on Oracle Cloud

I am using Oracle cloud it’s always free for AMD 1gb Ram 0.48 mbps

But not for always free for ARM

I tried many times always free ARM but I didn’t get. Always it’s show me out of capacity
I tried 1 to 4 OCPU
I tried 2gb to 24 gb ram
But always show me out of capacity error try again 1 years ago same thing.

Can you please help me what’s wrong with me?

Always‑Free ARM shapes really are “first‑come, first‑served”—they sell out in seconds. You can:

  1. Switch to AMD micro
  • In the Compute → Instances wizard, pick VM.Standard.E2.1.Micro (1 OCPU, 1 GB RAM).
  • It’s always free and almost never out of stock.
  1. If you must stick with ARM
  • Change your Region (e.g. US‑Phoenix or Frankfurt).
  • Select VM.Standard.A1.Flex, set OCPUs = 1, RAM = 1 GB, and tick “Always Free.”
  • Hit Launch fast—no lag, or it’ll say “sorry, sold out.”
  1. Final sanity checks
  • Make sure you’re in the Always Free compartment, not a paid one.
  • If it still fails, wait 5 minutes and try another region. Capacity frees up occasionally.
