its not upto you its upto the uploader who uploaded video in particular quality
and you can use apps like: Snaptube and Videooder
Log in with your FB credentials and go to facebook video ,
go to option copy link and automatically popup will come up for quality selection to download.

Yeah, exactly video quality totally depends on what the uploader set in the first place. Apps like Snaptube or Videoder just give you whatever options are available from that source. Copy the link, pick the quality, and you’re good to go.
