I am still afraid to buy any of them, plz help me chose the best CPU i can upgrade to.

No sir, I am going to buy a whole new CPU , i will add my current 1TB HDD and 4 GB ram - to the new CPU
Build a pc around a ryzen 5 or 7 third gen
And nvidia 16 super series
It will cost around $1000

Considering your budget let me put a Minimal and the best of the solution even you can save some rupees.
Go with a Desktop or Tower but Hp, dell might be good. let me put this straight here.
Desktop: HP EliteDesk 800 G1 Small Form Factor Built-in Graphic memory 2GB - Intel HD 4600
Tower: HP EliteDesk 800 G1 Tower - Good choice as well.
Processor: Intel® Core™ i5-4670 Processor - 4th Generation - One of the cheapest processor for almost all games.
It will save money and gives you the best performance, gaming + encoding + internet browsing like a charm. If you want to upgrade a bit more, you can replace i7 with the above processor later (Optional, because I know you may love it) also you can add PCI external graphic card for 4k gaming kinda stuff. that’s a choice, in fact, the built-in card can handle almost all games, but 800 G1 have the performance that you actually willing for.
A friend of mine using the above specs and I loved it, considering the budget if anyone wants to spend less and gets high performance then I vote for it 100%.
In the end, You still have choices, no hurry keep searching and make the best comparison.

i would recommend to check ryzen 2nd gen cpu or the 3rd gen of u have the budget mainly the ryzen 5 2600 or ryzen 5 3600 and for the gpu something like gtx 1660ti rx580 rx570
