Route 1 — New York State account

Gives: ~4,000 courses, certificates included. Funded by a $12,000,000 federal grant.

Eligible:
• Unemployed or underemployed New York residents, 18+
• Anyone in another state currently receiving New York unemployment insurance

Steps:

1. Sign in at Department of Labor Online Services — create a NY.GOV ID first if needed
2. Homepage → Job Search section → Coursera button
3. Log in to Coursera with the same email as your NY.GOV ID (Forgot password? if new)
4. Confirm the NYS Department of Labor logo shows top-left. No logo, or a payment prompt = you did not arrive through step 1

Route 2 — Coursera Financial Aid

Gives: any single course free, certificate included — identical logo, instructor signature and verification ID to a paid one. Open worldwide. No documents.

Steps:

1. Course page → Financial aid available (next to the enrol button)
2. Continue to application
3. Annual income: self-reported, “0” accepted · Amount you can pay: $0 accepted
4. Written answers: 150-word minimum
5. Decision by email in up to 16 days

Cancels or blocks your application:
• Starting a free trial or paying while it is under review
• Degree programmes and MasterTrack certificates are excluded

Limits:
• One application per course, not per Specialization — a 5-course Professional Certificate = 5 applications × 16 days. Apply for the next at the halfway point of the current one.
• 180 days to finish after approval; progress saves, re-apply to continue

Access you may already have

Coursera for Campus / Coursera for Business — many universities and large employers hold licences. Log in with the institutional email: full access, certificates, no application. Ask the university online learning office or the employer’s L&D team.

Other government programmes — e.g. Missouri job centres. Funding-dependent, no central directory. Search your regional employment service or workforce board for “Coursera”.

Free access without paying — audit mode was retired in mid-2025 (Coursera’s announcement). Three things replaced it:
• Preview — the first module free, graded items included, no payment details. Only on individual course pages, never on a Specialization or Professional Certificate page — open a single course first, then look for the small Preview link in the enrol pop-up.
• Full Course, No Certificate — a small set of courses, everything free except the certificate.
• Partner-supported free access — the whole course including graded items, free, certificate optional afterwards. Do not click Enroll for Free; scroll to the FAQ section and open the learn more link.

Two lookups that answer for you

Every US state files a public document saying what it bought. Open wioaplans.dol.gov, pick a state, search the plan for Coursera. Louisiana’s says it out loud: 5,000 licences, handed out at the reemployment appointment.

Anywhere else — the ministry holding the budget announces it, so there’s no master list. Search Coursera + your country + ministry / skills / free access, limited to your government’s domain. Then walk into the office with Coursera for Government open on your phone.

Nationality ≠ address

Three of these read your passport, not your postcode:

• Somaliland — counts you living abroad
• New York — counts you in another state drawing NY unemployment
• Azerbaijan — citizenship only, no job test

Check what you already hold before assuming you’re locked out.

Why the VPN never lands

A VPN only ever moves the top line. Checkout re-reads the card’s country; mismatched IP + card is a standard fraud flag. And Coursera’s own Terms say location comes from your physical location.

🎓 Got a school email? Skip all of this

Institutional access hands you the catalogue with no queue. The verifier behind most student offers is SheerID, and it never looks at your IP — it checks records, then school login, then email domain, then your documents.

Three failed document uploads kills the attempt. No fourth try. So send the right one first:

admission / acceptance letters — rejected, despite what every guide tells you

It reads the enrolment date, not the print date. That’s the whole reason “register for one class” is the step nobody should skip.

🚫 Why every free .edu generator fails

.edu is registered by the US Department of Education. Only accredited institutions can hold one — nothing generates them, and the strings these sites hand out die at the first lookup.

The address is also the wrong target. Coursera checks your school’s licence, then emails the invite to your school inbox. No licence, no access, however real the address is.

🎓 The institutional inbox you already own and forgot

Graduated anywhere? Most universities hand out a free permanent alumni address on the real institutional domain — the kind that passes every check a burner fails.

Search alumni email for life + your university. Most are a single form.

Several expire after 6 months without a login. Set a forward the day you claim it.

🪪 An academic identity with no university at all

Not an inbox — a federated academic login, the thing SSO actually reads.
