In Germany, the Nordics, Netherlands & Switzerland a PhD isn’t “student + scholarship.” A lab wins a grant, posts a job vacancy, and hires you on an employment contract — monthly salary, health insurance, pension, paid leave, zero tuition, usually no GRE, English-only. You apply with a CV + motivation letter, like any job. No scholarship application at all.

The catch that’s actually an advantage for you: you must not have lived in the recruiting country >12 months in the prior 3 years. As an India-based applicant you pass this automatically — say so in your application.

- ELLIS PhD Program — pan-European, selective (~5–10% in) ML PhD, co-supervised by two researchers in different countries + a 6-month exchange. Tracks explicitly include Robust & Trustworthy ML, Safety, Security, Privacy. One central call each autumn (recent: opened Oct 1, closed Oct 31). - That MSCA “must not have lived here” rule that blocks half of Europe? You pass it for free, just by being in India — and it’s worth a relocation allowance.
- You almost applied to Inlaks for a CS degree — it bans CS everywhere except Imperial. Would’ve burned the application. (Same with the Commonwealth split-site — paused for 2026.)
