Is There a way that can get my telegram account Back?

My Telegram account is logged out and when i log in to it my sim was deactivated.i ask the help of ISP support center and they say my account is active but not recharge within too many days so they removed my number ownership and i ask them to how to get back?
they say we will tell you when the number available?
my problem is telegram wipe out all data within 1 year (i do not remember default time) if i login before their lease time over?
if i can not get the sim number within one year telegram wipe out my data associated with my account?
if there is a way that can get my account back?
